臣闻(wen)先王(wang)治世,贵在(zai)爱(ai)民。省徭(yao)轻(qing)赋,以宁天(tian)下,除烦就约,以崇简(jian)易,故万姓(xing)从化,灵物(wu)应德。末世(shi)衰主(zhu),穷(qiong)奢极侈,造作无(wu)端,兴制非(fei)一,劳割自下,以从(cong)苟(gou)欲(yu),故黎(li)民吁(yu)嗟,阴阳感(gan)动。陛下(xia)圣德承天,当隆盛化,而卒被诏书,亩敛(lian)田钱,铸作铜人,伏读(du)惆怅,悼(dao)心失图。夫十一(yi)而税,周谓(wei)之(zhi)彻(che)。彻(che)者通(tong)也,言其法度可(ke)通万世而行也。故鲁宣税亩(mu),而蟓(xiang)灾自生;哀公增(zeng)赋,而孔子(zi)非之。岂有聚夺民(min)物,以营无用(yong)之铜人;捐舍圣戒,自(zi)蹈(dao)亡王之法(fa)哉!传曰(yue):‘君举必(bi)书,书(shu)而不法(fa),后(hou)世何述(shu)焉?’陛下宜(yi)留神省(sheng)察,改(gai)敝从善,以塞兆民怨(yuan)恨(hen)之望。
