臣闻先王治(zhi)世,贵在(zai)爱民。省徭轻赋(fu),以宁天下,除烦就约,以崇简(jian)易,故(gu)万(wan)姓(xing)从(cong)化,灵物应德。末世衰主(zhu),穷(qiong)奢极侈,造作无端,兴制非一,劳割自下,以(yi)从苟欲(yu),故黎民吁(yu)嗟,阴阳感(gan)动(dong)。陛(bi)下圣德承天,当(dang)隆盛(sheng)化,而卒被诏书(shu),亩敛田(tian)钱,铸作(zuo)铜(tong)人,伏读惆怅,悼心(xin)失图。夫十(shi)一而税,周谓之彻。彻者通也,言(yan)其法度可(ke)通(tong)万(wan)世(shi)而行也(ye)。故鲁宣(xuan)税(shui)亩,而蟓灾自生(sheng);哀(ai)公增赋,而孔子非之(zhi)。岂有聚夺(duo)民物,以营无用之(zhi)铜人;捐舍圣(sheng)戒,自蹈(dao)亡王之法哉(zai)!传曰:‘君举(ju)必书,书而不法(fa),后(hou)世何(he)述焉?’陛(bi)下宜留神省(sheng)察,改(gai)敝从善(shan),以塞(sai)兆民怨恨(hen)之望。
