所谓平天(tian)下在(zai)治其国者,上老老而民兴(xing)孝(xiao),上长(zhang)长而民兴悌,上(shang)恤(xu)孤而民不倍(bei),是(shi)以君子有褰矩之(zhi)道(dao)也。所恶于(yu)上,毋以使下(xia);所恶于(yu)下(xia),毋以事(shi)上;所恶于前,毋以先(xian)后(hou);所恶于后,毋以从前;所恶(e)于(yu)右,毋以交于左;所恶于左,毋(wu)以交于右。此(ci)之谓褰矩之(zhi)道。《诗》云:"乐只君子,民(min)之(zhi)父母。"民(min)之所好(hao)好之,民之所(suo)恶恶之,此之(zhi)谓民之(zhi)父(fu)母(mu)。《诗(shi)》云(yun):"节彼(bi)南山,维石岩(yan)岩(yan)。赫赫师尹,民(min)具尔瞻。"有国者不可(ke)以不慎,辟则为(wei)无下(xia)矣。《诗》云:"殷之未丧师,克配上帝。仪监于殷,峻命不易。"道得众(zhong)则得国,失众则失(shi)国。
