所谓平天下在治其国(guo)者,上老老而民兴(xing)孝,上长长而民兴悌,上恤(xu)孤(gu)而民不倍,是以君(jun1)子有褰矩之道也。所恶于(yu)上,毋以使下;所恶于下,毋以(yi)事上;所(suo)恶于前,毋以先(xian)后;所恶于(yu)后(hou),毋以从前(qian);所恶(e)于右,毋以(yi)交于左(zuo);所恶于左,毋(wu)以交于(yu)右。此(ci)之谓褰矩(ju)之道。《诗(shi)》云:"乐(le)只(zhi)君子,民之父母。"民(min)之所好(hao)好之(zhi),民之(zhi)所(suo)恶恶(e)之,此(ci)之(zhi)谓(wei)民之(zhi)父(fu)母。《诗》云:"节(jie)彼南山(shan),维石(shi)岩岩。赫(he)赫师(shi)尹,民具(ju)尔瞻。"有(you)国者不可以不慎,辟则为(wei)无下矣。《诗(shi)》云:"殷之未丧师,克配上(shang)帝(di)。仪监(jian)于殷,峻命不易。"道得众则得国,失众(zhong)则(ze)失(shi)国。
