所谓平天(tian)下在治其国者(zhe),上(shang)老老而民(min)兴(xing)孝,上(shang)长长而(er)民兴悌,上(shang)恤孤而民不倍,是以君(jun1)子有(you)褰矩之(zhi)道也。所(suo)恶于上(shang),毋以使下;所恶于(yu)下(xia),毋(wu)以事上(shang);所恶于前,毋以先(xian)后;所恶(e)于(yu)后,毋以从前;所恶于右,毋(wu)以交于(yu)左;所恶于左,毋以交于右。此之(zhi)谓褰矩之道。《诗》云:"乐(le)只君(jun1)子,民之父(fu)母。"民之所好好(hao)之(zhi),民(min)之(zhi)所恶恶(e)之(zhi),此之谓民之父(fu)母(mu)。《诗》云:"节彼南山,维石(shi)岩(yan)岩。赫赫师尹,民具尔瞻。"有(you)国者不可(ke)以不慎,辟(pi)则为无下矣。《诗》云:"殷(yin)之未丧师(shi),克配上(shang)帝(di)。仪(yi)监于殷(yin),峻命不易。"道(dao)得众(zhong)则得国(guo),失众则失国。
