所(suo)谓平(ping)天下在治其国者,上老老而民(min)兴孝,上长长而民兴悌(ti),上恤孤而民不倍,是以君子有褰矩之道(dao)也(ye)。所恶于上,毋(wu)以使下;所恶于下,毋(wu)以事(shi)上;所恶于前,毋以先后;所恶于后,毋以从前;所恶于(yu)右(you),毋以(yi)交(jiao)于左;所恶于左,毋以交于右。此之(zhi)谓褰矩之(zhi)道(dao)。《诗(shi)》云:"乐只君子(zi),民之(zhi)父(fu)母。"民(min)之(zhi)所好好之(zhi),民(min)之(zhi)所恶恶之,此(ci)之谓民之父母。《诗》云(yun):"节彼南(nan)山,维石岩(yan)岩。赫赫师尹,民具尔(er)瞻。"有(you)国者不可以不慎,辟则为无下(xia)矣。《诗(shi)》云:"殷之未丧师,克配上(shang)帝。仪(yi)监(jian)于殷,峻命不易(yi)。"道(dao)得(de)众(zhong)则得(de)国(guo),失众(zhong)则(ze)失(shi)国。
