臣闻先王治世,贵在爱民(min)。省(sheng)徭轻赋(fu),以宁天(tian)下,除(chu)烦就约(yue),以崇(chong)简易(yi),故万姓从化,灵(ling)物(wu)应德。末世衰主,穷奢(she)极侈(chi),造作无端(duan),兴(xing)制非一,劳割自下(xia),以从苟欲,故黎(li)民吁嗟,阴阳(yang)感动。陛下圣德(de)承天(tian),当隆盛化,而卒被诏(zhao)书,亩敛(lian)田(tian)钱,铸(zhu)作铜人,伏读(du)惆怅,悼心失图。夫(fu)十一而税(shui),周(zhou)谓之彻。彻者通也,言其(qi)法度(du)可(ke)通(tong)万世而行也。故鲁宣税(shui)亩,而(er)蟓灾自(zi)生(sheng);哀(ai)公增(zeng)赋,而(er)孔(kong)子非之。岂有聚夺民物,以营(ying)无用之(zhi)铜(tong)人(ren);捐(juan)舍圣(sheng)戒,自蹈亡王之法哉!传曰(yue):‘君举必书(shu),书(shu)而不法(fa),后世(shi)何述(shu)焉?’陛下(xia)宜留神省察,改敝从善,以(yi)塞兆民怨恨之望。
