臣闻(wen)先王(wang)治世,贵在爱(ai)民。省(sheng)徭轻赋(fu),以宁天(tian)下,除(chu)烦就约,以崇(chong)简(jian)易,故万姓从化,灵物应德(de)。末世衰主,穷(qiong)奢极侈,造作(zuo)无(wu)端,兴(xing)制非一,劳割自下,以从苟欲,故黎民吁嗟,阴阳感动(dong)。陛(bi)下(xia)圣德(de)承天,当隆(long)盛化,而(er)卒(zu)被诏(zhao)书,亩敛田钱,铸作(zuo)铜人(ren),伏读惆怅,悼心失(shi)图。夫(fu)十一而税,周谓之(zhi)彻。彻者通(tong)也,言其法度可(ke)通万世而(er)行也。故鲁宣税(shui)亩,而(er)蟓灾自生;哀公增赋,而(er)孔(kong)子非之。岂有聚夺民物,以营无用(yong)之(zhi)铜(tong)人(ren);捐(juan)舍圣(sheng)戒,自蹈亡王之法哉!传曰:‘君举(ju)必书(shu),书而不法(fa),后世何(he)述(shu)焉?’陛(bi)下宜(yi)留神省(sheng)察,改敝从善(shan),以塞(sai)兆(zhao)民怨恨之望。
