臣闻先(xian)王治世(shi),贵在爱(ai)民。省徭轻赋,以宁天下,除烦就约,以崇(chong)简(jian)易(yi),故(gu)万(wan)姓从化,灵(ling)物(wu)应德。末世衰主,穷(qiong)奢极(ji)侈(chi),造作无端(duan),兴(xing)制非(fei)一(yi),劳割自下,以从苟欲(yu),故黎民吁嗟,阴阳感动。陛下圣德(de)承天,当隆(long)盛化,而卒被诏书,亩敛田(tian)钱,铸作铜人,伏读惆怅,悼心失图(tu)。夫(fu)十一而税,周谓之彻。彻者通(tong)也,言其法度可通万世而行也(ye)。故鲁宣税亩,而蟓灾自生(sheng);哀公(gong)增赋(fu),而孔子(zi)非之。岂(qi)有聚夺(duo)民物(wu),以(yi)营无用(yong)之铜人;捐舍(she)圣(sheng)戒(jie),自蹈亡王(wang)之(zhi)法(fa)哉(zai)!传曰(yue):‘君举(ju)必(bi)书(shu),书而不法,后世何述(shu)焉?’陛下宜留神省察,改敝从(cong)善,以(yi)塞(sai)兆民怨(yuan)恨之(zhi)望。
