臣闻先王治世(shi),贵在(zai)爱民。省徭(yao)轻赋,以宁天下,除烦就约,以崇简(jian)易,故(gu)万姓从化,灵物(wu)应德。末世(shi)衰主,穷奢极侈,造作无端(duan),兴(xing)制非(fei)一,劳割自下,以从(cong)苟(gou)欲,故(gu)黎民吁嗟,阴阳感动(dong)。陛下圣德(de)承(cheng)天,当隆(long)盛化,而卒被诏书,亩敛田钱(qian),铸作铜人,伏(fu)读(du)惆(chou)怅,悼心失图。夫十(shi)一而税,周谓(wei)之彻。彻(che)者通也,言(yan)其(qi)法度可通万(wan)世而行也。故(gu)鲁宣税(shui)亩(mu),而蟓灾自生(sheng);哀公(gong)增赋,而孔(kong)子(zi)非之。岂(qi)有聚夺民物,以(yi)营无(wu)用之铜(tong)人;捐(juan)舍圣戒(jie),自蹈(dao)亡王之法哉(zai)!传曰:‘君举(ju)必书,书(shu)而不法,后世何述焉?’陛(bi)下宜(yi)留神省察(cha),改(gai)敝从善,以塞兆民(min)怨恨之(zhi)望。
