所谓平天下在(zai)治其国(guo)者,上老(lao)老而民(min)兴孝,上长长而(er)民(min)兴悌,上恤孤而民不倍,是(shi)以君子有(you)褰矩(ju)之(zhi)道(dao)也。所(suo)恶于上,毋以使(shi)下;所恶于下,毋(wu)以事上;所恶于前,毋以先(xian)后(hou);所恶于后,毋以从前(qian);所恶于(yu)右(you),毋以交(jiao)于(yu)左;所(suo)恶于左,毋以交(jiao)于右(you)。此之谓(wei)褰矩之道。《诗》云:"乐只君子,民(min)之父母。"民之(zhi)所好(hao)好之,民(min)之所恶恶之(zhi),此之谓民之父母。《诗》云:"节(jie)彼南山,维(wei)石岩岩(yan)。赫(he)赫师尹(yin),民(min)具尔(er)瞻。"有(you)国者不(bu)可以不慎,辟(pi)则为无下矣。《诗》云:"殷之未丧师,克配上帝。仪监(jian)于(yu)殷,峻命不易。"道得(de)众则得国(guo),失众(zhong)则失(shi)国。
